On the BLM EASTERN STATES website there is a list of the type of trailer and facilities that the adopter has to have, as well as other adoption information.
No mention is made of photos being required on the website or the application. I could have missed it though....if not then, I guess the Eastern States Office does things differently:

The last time I checked, which I realize there could have been some changes since then, the facilities are checked for every adopter prior to the adoption process. The 6 foot fences, isolated turn out, min and max space set up to work in, don't get papers until 1 year after adoption, etc...I just don't see that that could possibly have changed that much in the past so many months. How were these horses so gentle? The blm does not have a gentling program in place as of now.

Okay, on their site it does say that it has to be described and illustrated. And that they must have directions to get there, so iow, they're going to send someone to check up on it. Most people don't have an extra area just laying around that meets the criteria that they have. You have to have it specially built. A lot of people have the fencing and area, they don't have the shelter included though. The absolute minimum adoption fee (set forth by the blm) is $125.

I read that about the numbers & still am confused. They were very thorough in their screening. We had to draw a map of our place & an illustration of the barn. He is gentle though. I have put a halter on him already & it only took about 20 minutes of petting & talking to him. He lowered his head & I put it on him. You guys have me kinda' worried now. There were people standing in line adopting these horses & everybody I was in line with was approved. He will not be officially ours for one year. I'm looking at his papers again & they say he was captured on September 5th, 2003 from Devil's Garden near Alturas Ca. In Modoc county. It says the area contains 236,000 acres & is managed by the Modoc National Forest in cooperation with BLMs Alturas field office. In 9/1/04, he was in a holding facility in Elm Creek Nebraska.

ok I could be wrong... but if he is not truly a mustang and somehow you were scammed, what's the big problem? I mean he was only $25, and it sounds like he is a nice looking gentle guy, so why is such a big deal if he isn't a true mustang? I'm not trying to say anyone is out of line, I would like to know for sure if it was me, but even if he is not, he still sounds great, and it's not she was cheated out of a ton of money.

I agree with Kelly... I mean unless he is a true mustang and someone's selling them Illegally which COULD present a problem, I suppose. But if she has his papers, I really don't see what is wrong..
