Abuse and Cruelty Laws

Why can we not get harsher and across the board laws for these poor animals that are being abused. I really don't see how hard it would be to have the severity in classifications and a minimum penalty for each. What are some of your ideas.

First, we need to get them actually enforcing the current laws. What good is there for stricter, harsher laws when they can't even enforce what we have so far???


Some areas have very NICE abuse/neglect laws. And before other areas spend money to change laws, they look to those that have the laws already. But when it isn't "working" in those areas, because no one will enforce them, why should they spend the money to make a change?

I have been seeing a man tie his horses out in 100+ degrees south Texas weather for a long while now. I would love to just beat him, what a jerk! They did not have water from am to pm. We drove by back and forth all day having had to haul a few horses in to get a current coggins and get up to date on their vaccinations. So now they have water buckets next to them but still are tied. But guess what? As long as the water is there, nothing can be done about the fact that they are standing their tied with no way of moving all day long. If it were legal I'd definitely cut them free! The BO has bought a few horses from him just to keep from seeing the poor things suffer. Several people have reported him to the county sheriff's office and the Habitat for Horses acting vet is now aware as I notified him, giving his receptionist the address. We have called on him twice now and the sheriff is keeping a watchful eye out but I still feel more could be done but that it is out of my power.

Money, mostly. Man power, facilities to care for them and finances it takes to rehabilitate and tying up the courts to prosicute. That's just for starters.

I think part of the problem is that the general public isn't aware of some of it as well. Sometimes I think of renting a huge billboard and putting up photos of abuse and neglect and having big letters saying "Do you think this is okay? The state of __________ does" Maybe some of what we all see would shock people enough into caring or at least put it in a spotlight enough to make it an issue. I think people see the stories on the news of the ones who do get taken away and think something is being done, I know I used to, and then you realize that it isn't.

A large part of the problem, especially in KY is that there aren't equine abuse trained officers in all local law enforcement agencies. Some places don't even have an animal control officer. There is no one there to investigate, no one there to say this is wrong and when it comes down to it the counties don't want to spend the money or resources doing anything about it. Oh, big deal, every now and then they'll write a citation. But, if they go out there, before they can even consider removing the animals they give them 60 days to change the situation, in 60 days some of those animals won't be alive. If they are there's rarely follow up and if there is and things still aren't fixed they get a misdemeanor citation. Nice huh?

You know I wonder if the billboard thing would work 1. to help raise money for the shelters and 2. to help raise awareness. I didn't realize how bad the enforcement was untill I started to help out the local rescue. Unbelievable and the owner has no reprocussion **it they didn't even have to pay for taking care of the medical treatment

With the horse that I took in I guess they would try and have animal control out there but as soon as the owner would get wind of it he would move the horses. And then when they did get there he used the "She is skinny cause she is old" saying and since the AC officer was not familiar with horses he thought old horses just where skinny so nothing was done. Makes me mad

In our area we have enforcement that has some what of a clue w/ horses and still nothing gets done. There was an owner that had them called out I believe it was at least 5-6 times skin and bone had food in the barn just wouldn't give it to them and it finally took one of the horses laying dead in the pasture to get them all seized. And to top it of they don't have to pay for any of the treatment to rehabilitate nothing little please don't do that again

Now the question becomes how do we change this? There is power in numbers and I believe that there are enough horse people out there who are sick of seeing this so how do we fix it?
